Alison - you were right on this one. I found a later reference to a Bandroliermaschine including the manufacturer and model number and was able to track it down to a band sealing machine.

Alison and Andrew, thank you so much for your feedback! Both of your ideas seem very plausible. They are sampling capsules from the line for quality assurance testing (no idea what the contents of the capsules is) so it seems like they would not be packaged yet, but the use I find of the term does seem like it's a packaging term... Then again, the QA test is for capsule leakage so that makes band sealing seem like the intended meaning. What to do, what to do...
