This seems to be standard jargon (whereby the complaint bit is inherent and just assumed). I've also heard crisis intervention used in connection with psychology.
As Ingeborg Gowans discusses above, we would need more context to correctly translate Stelle (although the answer I'm proposing could actually stand alone).

Explanation:
I realise that this is rather a free translation, but I think it expresses what the people at the symposium are actually going to be exchanging their experiences of - the way in which these days everying and anything is subjected to criticism and complaint; especially when lodging a complaint in an official way (Beschwerdestelle indicates this) will be of benefit to the complainer. Hence complaints culture.
