Who is the target audience? How "high and mighty" need the terms be? Something like "short term decision/priority vs. long-term decision/priority" would be my suggestion for a more popular audience.
It's okay. One of the authors of my article teaches in the US, the volume is edited by Cambridge UP, and these people all know each other well. The article is recent too.
of the study that uses those terms are Kuhl and Beckmann (1994), "Volition and Personality." The only hit I get for those names with "cross-sectional competition" is study cited by Christoph. Nothing for the names and "horizontal priority."

Asker: Thanks. No wonder I don't understand it in German; I don't understand it in English either! (I found the same paper, or one very much like it, in German.) But it looks like the terms are right, whatever the psychologists may make of them.
Explanation: Try these. The terms are being defined in the source sentence anyway.
"Die fragliche Absicht...muss sich durchsetzen" conveys the idea that a particular intent must prevail, must be accorded priority over other intents/actions. In the next sentence, I read "...die Konkurrenz verschiedener Zeitpunkte..." as the priority at different points in time.

Horizontal priority means that when the time comes to initiate the action, that is, at the time of execution (of the intent), the particular intent gets priority over the other different courses of action possible/available at that time.
Längskonkurrenz dagegen bezeichnet im längeren Zeitverlauf die Konkurrenz verschiedener Zeitpunkte, zu denen eine bestimmte Tätigkeit ausgeführt werden kann.
Vertical priority, on the other hand, relates to a longer period of time and denotes the priority at different points in time when a particular action can be performed.
