However, to make best sense in English, I would recommend a whole-sentence (i.e. not just word-by-word) translation of this. IMO it should be something like "Using the comparative method, the site value was assessed [or estimated] at 28 EUR per sq m".
"land value" works as well but "site value" is more commonly used by professionals when there are buildings on the land, as in this case.
