I take Sebastian's point. The difficulty of translating Betriebskosten in the context of real estate has been discussed before. See e.g. http://www.proz.com/kudoz/german_to_english/real_estate/4640...
as Amorel Young pointed out there, "operating costs" doesn't sound right in the real estate context. "service and utility charges" is also a possibility. I think it also depends on whether you a dealing with a commercial lease or a residential lease. Particularly in a residential lease "operating costs" sounds very unusual.

neutral  Sebastian Witte: That is what I was thinking. Nebenkosten (ancillary costs) are AFAIK not the same thing as operating costs though.
