This is a quote from the Papal brief Quod aliquantum, which I have unfortunately not been able to find in English. My text quotes this partial sentence in a list of rights defended by the Pope in the brief.

"die Rechte des Hl. Stuhles, der Bischöfe, Priester, *Regularen* beiderlei Geschlechts wie der ganzen katholischen Gemeinschaft"

I found this definition:
Regulierte (lat. Regulares, »Geregelte«),
in der römischen Kirche alle diejenigen, die sich durch Gelübde verpflichtet haben, nach einer bestimmten geistlichen Regel zu leben, also alle Mitglieder einer Kongregation, eines Ordens etc. Daher regulierte Geistliche, regulierte Chorherren etc., im Gegensatz zu weltlichen Geistlichen und Chorherren.
