German term or phrase: Ablöserisiko

I'm having difficulty with a letter picking holes in a Technical Due Diligence report on a saleable commercial centre in Germany.

The letter mentions that an extension for which planning permission exists would eat into the number of parking spaces around the commercial centre. This might apparently give rise to an "Ablöserisiko". The actual sentence goes as follows:

"Hier ist eine klare Aussage zur Vermeidung eines Ablöserisikos erforderlich."

So the Due Diligence should include a statement on how such an 'Ablöserisiko' could be prevented.

Since the car park is run under contract by an independent operator, I reckon they are referring to the risk that the operator may decide to terminate its contract as a result of the reduced number of places and that no new operator may be found to run the facility.

BUT:

1) I'm not sure
2) I can't find a concise English way of rendering "Ablöserisiko". Can anyone help?
