English translation:wrapped with stretch tape in a multiple X pattern
Explanation:
is as succint as I can get. I think what's meant is the use of a cross design to secure the pallets, not ventilated wrapping. I can't find a noun for the actual pattern or wrapping technique.

half open plastic foil wrapping

Explanation:
it seems to me they do not completely cover everything with the plastic foil, but leave openings so that is why I am proposing the "half open" addition.

neutral  casper: '...not ventilated wrapping" ? But then the source text says: "...damit die Ware 'atmen' kann" // Oh, ok, I get your point now. Thanks for clarifying.

-> Well the idea is is that there is space between the criss-sross wrapping. The pallets aren't completley sealed in by the wrapping, whether it's permeated, ventilated or whatever kind.
