Not sure about this, but (a) it fits the context and (b) the fact that it's spelled Ehda rather than EHDA makes it a strong possibility.

"Ehda, Mitarbeiter, dessen Kosten nicht in die Planung einfließen, weil er "eh da" ist. Argument zur taktischen Senkung von Projektkosten gegenüber Entscheidungsgremien."

Ie they have to pay these costs whatever else happens.
