My tentative translation was:
1. How can we best describe the various movements that seem to become a �pressing need� after an emergency.

Any comments to this? I would really like to see better what the author meant when she said "Bewegungen". The next two paragraphs don't contain "movements" of any sort -social, political, or whatever.

BTW, this is a heading for a larger section in the paper.

I can also give the next two paragraphs for more context if this is desired!
