Just a guess to the meaning of the word: (from a non-fiber-expert)
It protects the fiber/cable from being pulled out of its point of attachment, when a force is exerted on the rest of the cable.
Either the cable is clamped down or there is an extra loop or some similar contraption. Same thing exists in normal electric plugs.
If you can't find a definite translation you could become creative
with words like
tensile, safety,compensator, stop, etc.
