German term or phrase: Durchgriff
Der vollständige Durchgriff von CELL-Control für FST auf die Datenhaltung der Stations-Steuerungen ist bereits im Grundumfang enthalten.
Is this more than just 'complete access'?

(remote) access
Explanation:
From what I've found, the difference between Zugriff and Durchgriff seems to be that the latter refers to external resources (network, outside database, etc.) used in addition to local ones (the application's own database etc.).

However, I suspect that Durchgriff is sometimes used as a synonym of Zugriff.

Depending on the system you're describing, I'd probably opt for "access" or possibly "remote access".
