German term or phrase: Notverbund

Everything seems to point at an emergency situation, power supply, oil reserve - could it possibly be that "Notverbund" refers to water?
If yes, I think it would be safe to translate it as "emergency interconnection".
(If not and there isn't any more context, maybe the more general "emergency system" might do).
