Explanation:
If this is not a typo, then it must mean garbage compressor or the corresponding plant. These things do exist, as seen on Star Wars and our local truck, and they had over 8000 hits on a search engine.
This would be a perfect play on the well-known incinerator, and imply that to get the buildings you compress garbage into the walls, wings, etc. of the buildings.
I cannot see why an incinerator would have anything to do with the building, but the compressed idiom flies - if somewhat harshly.
