obligation to inform [notify] the authorities Explanation: For a title, I'd suggest "Notification Requirements" - it's short and to the point, but you will have to decide if it fits within your context. (I would assume that the chapter elaborates on who notifies whom and when, so it might work). Anzeigepflicht, per Romain, is "obligation to inform the authorities", and that, too, would probably work for you - obligation to inform the aviation authorities in charge [the appropriate aviatiion authorities] Romain also lists "duty to disclose" and "obligation to notify" (as well as some other options that are not relevant within your context).
