The whole clause reads: "Werden Bau- oder Absperrzäune aufgestellt, sind Konstruktionen zu verwenden, die eine Beschädigung der Straßendecke ausschließen, z.B. Schuhe aus Beton o.ä." Do the "Schuhe" here refer to the base of the fence posts that might be used?

That's what fence posts are often set in, concrete footings. For a more temporary setup fence posts are often set into large containers filled with concrete which can then be removed after the construction project is completed without leaving mark or having damaged the surrounding area. HTH, Anka
