test hill

You don't give much context, so this is certainly one alternative. A test hill is a hill of a known gradient which is used for speed testing cars, such as the one at Brooklands, UK.

test/proofing ramp

"Prüfhügel" are used by DEKRA and TÜV to test a variety of functions of the car. They consist of standardized concrete ramps at both ends with a flat center.

Quite often there is passage in it's center that allows to step under the car, i.e. for inspection of its bottom.

This allows for testing of brakes, clutch, handbrake, etc. during the bi-annual mandatory inspections required for renewal of a motorvehicle's registration.
