This is from a market research report about mobile phones, whereby a "Mindestumsatz" is being offered instead of a basic fee. I know what "Mindestumsatz" means here - it means that even if you only make calls costing 3 euros, you'll still be charged 5 euros - but I can't find a good translation in English.

Yes, but on the invoice you found, does "minimum charge" refer specifically to the number of calls you make - it could refer to the whole bill or to the minimum charge for a single call. It was far too vague in this context, which is why I went for "minimum usage".
