German term or phrase: Stepppunkte
This is part of a description for a chair cushion with trimmed edges and ties.

I suspect it is some kind of quilting stitch only performed on a certain parts of the cushion to help give it some bulk, ie four points with a stitch firmly pulling down the material. Not sure though and I certainly can't think of anything other than quilted.

Explanation:
Again, something for you to research further. The terms "button tufts" and "button tufting" appear to be much more common in the US than in the UK. However, this picture certainly seems to match what you describe:

25-inch Floor Pillow with Button Tufts

This comes from a cushion glossary:

Button Tufted Cushion
A style of cushion that is achieved by inserting buttons into either side of the cushion, tightly held together by a piece of string in between. Inserted buttons will draw the fabric and cushion filling in for a tufted appearance, and the cushion can be turned over for the same look on both sides. This style also helps keep the cushion filling in place.

However, perhaps no buttons are involved in your case? There are a few, but not many, references to "tufting points", e.g.

Asker: Interesting, thank you, but it probably refers more to the way the stitch is done rather than what the finished stitch in its entirety is called I think.

Notes to answerer
Asker: Tufted does appear to be the word I was looking for. I could only think of "flocked" which I know is wrong.

Asker: I wouldn't necessarily say it was "obvious". I could find any real examples of "quilt points" for a cushion. Do you have any sources?
