German term or phrase: Bürokratie
As in "Leitung Recht und Bürokratie". This is someone's job title in a list of a company's senior management. Bureaucracy sounds very negative to me to be in a job title. I guess this lawyer deals with red tape and local officials etc. but that is just a guess. No further information is supplied. As always I look forward to your ideas, many thanks in advance.

Explanation:
I found this to be a title for Peter Solmssen at Siemens. It seems to fit the criteria, but it also does not seem to be a job title anywhere but in Siemens. As a native English speaker, I do actually find this title to sound a bit awkward but since Siemens is using it and they are such a large international company, they may normalize this term.
