German term or phrase: Schaltantragsteller und Erdungsberechtigte
These two railway job titles seem to go together like anita bryant and orange juice. anyone know what they are called in english? No further context on this one though.

These are not actually job titles, but aspects of the job carried out by an "electrification supervisor" or an "electrification assistant" as I think I would designate them. I've just spoken to the DB in Nürnberg, who explain as follows - logical, really...
The Schaltantragsteller is a person entitled to make application to the local EVU to switch off traction power from a section of line. Once this application is approved, the section concerned must be earthed by the second person. Each of them has undergone a period of training in electrification work, but that for the first operation includes authority to carry out work done by the Erdungsberechtigte, or the person authorised to earth the electric traction supply.

agree  Ken Cox: I've encountered similar terminology in Belgian texts for people who work with high-tension distribution lines. IMO a mild paraphrase is the best solution.
