Anfangs werden die ersten beiden, in Betrieb genommenen Strecken zunächst einen Inselbetrieb darstellen. Da das in Meterspur ausgeführte *Bestandsnetz* nicht die Leistungsfähigkeit der Neubaustrecken erreichen kann, sind mittel- bis langfristig mit weiteren Entwicklungsstufen von den Streckenenden in China und Laos aus notwendig. An erster Stelle würden hierunter die folgenden Erweiterungen stehen:
