I've seen this once or twice in the glossaries but the answers don't seem to correspond to this context. This is a railway infrastructure development project:

An zentralen, gut erreichbaren Orten sind Pufferlager einzurichten. Diese Pufferlager werden mit Beginn der Bautätigkeit kontinuierlich mit Materialien versorgt. Anschließend erfolgt die Errichtung kleiner Satellitenlager in der Nähe der Bauspitzen (Einbauorte). Sie dienen als Zwischenlager für die baustelleninternen Transporte bzw. als Puffer für die Zuführung vom Pufferlager. Im günstigsten Fall können die Satellitenlager mehrere Bauspitzen (Einbauorte) mit Materialien versorgen.

@the asker: david, logistics dictionaries (such as wessels) certainly \"know\" the term \"buffer\".I would have though doubly(??!!) appropriate if talking about railways
