I can't seem to find the English for this one anywhere? also, still not sure I get it in German...

An zentralen, gut erreichbaren Orten sind Pufferlager einzurichten. Diese Pufferlager werden mit Beginn der Bautätigkeit kontinuierlich mit Materialien versorgt. Anschließend erfolgt die Errichtung kleiner Satellitenlager in der Nähe der Bauspitzen (Einbauorte). Sie dienen als Zwischenlager für die baustelleninternen Transporte bzw. als Puffer für die Zuführung vom Pufferlager. Im günstigsten Fall können die Satellitenlager mehrere Bauspitzen (Einbauorte) mit Materialien versorgen.

Explanation:
This is what it means; I assume it refers to a railway line being built - or possibly upgraded, and the "Bauspitze" is for sure where the construction is going on; in the nature of things, the "railhead", or site of work, would advance as the track is laid (or replaced)...
If this is a tunnelling project, the "workface" might be more suitable.

No, definitely not. The expression \"railhead\" means a freight terminal or something similar, possibly a passenger station serving a shipping connection. Such as \"Holyhead is a railhead for passenger ferries to Ireland\"; Stratford International Freight Terminal is an important railhead for rail-hauled containers. Please note I did post \"\" around my railhead... It really is just a site of work which advances day by day...
