This is an excerpt from a proposal to lease multiple-unit electro trains for a regional railway network. What is meant by *Umlaufplanung* here?

Explanation:
This is the term used in the UK to cover the work done - i.e. trains operated - by locomotives, passenger rolling stock, drivers and train conductors (the "resources"). Look at it as if it were "circulation planning"; the different elements have each to be matched to trains which are in a timetable. The timetable is specified first, then the diagrams are drawn up to tell you what resources you need to operate
it.
I worked for some years in a train diagramming office on British Railways.
