I think the key here is to avoid the potential misunderstanding inherent with "rail transport", i.e. that just trains (not U-Bahn, S-Bahn, etc.). Whatever you do, it's going to be awkward, but "Rail-borne" was my first thought of a half succinct way of doing it. This doesn't Google terribly well in terms of hits (but then the UK and the States don't have many such networks!). However, I did find one good hit for "rail borne transport" at http://www.spt.co.uk/news/story43.html. Glasgow does indeed have rail, underground and (according to this) a proposed LRT. This is the term that they use there to include the LRT with the trains.
