Explanation:
this has to do with the fact that the system works on double track and therefore alternates in both directions?
It is certainly an axle counter system to tell whether points are clear or not.
I suggest it may be an alternating axle-counter system that works just as well in either direction

This is however a theory for which I cannot provide documentary proof - it might be worth exploring
