I know there was a previous entry for "lauftechnisch" but I struggle to apply the answer to my translation.
Die Höchstgeschwindigkeit für die lauf- und brems-technische Auslegung muss vmax + 10% betragen.

OK, I'm cheating a bit on the Auslegung but in the end that's what it means.
The max. permissible speed for the running gear and brake equipment on the vehicle must be ........... - in other words there must be a margin of a certain percentage in relation to the operating maximum (speed)

You often encounter the expression "running and braking gear" in railway literature as a set phrase
