Seems to me that "beauftragte" could mean a number of things here (contract drivers, agency drivers, authorised drivers, ...). Anybody have a definite idea what is meant?

I have a feeling this may be translated from English...it might refer to people who are trained/certified/authorized by their company to drive these dangerous tools ;-)
That's how companies can protect themselves from liability - the person has been selected (and it's probably also somewhere in writing)

Explanation:
well, as far as I see it means all the drivers who were instructed to steer the fork lift. Instructed seems to be as multi-meaning as the German beauftragte

Asker: The source text is definitely original German, but you could be right about the term itself - the US does seem to be the breeding ground for this health and safety plague that we face!
