Normally "critical cargo" or "critical goods in transit" could fit here (although even then I think it would be usual to state time-critical, safety-critical, ...). Here it is not really stated what is "critical" about the goods, or why they should be described as "Transportgüter" (the context is moving stuff on pallets around a factory, not shipping it as cargo).
Presumably they mean something like "stuff that would really hurt if it fell on top of you", but I'm struggling for words to say that better (assuming it is even a correct interpretation!).
