German term or phrase: Abgleisen
Talking about a rail-road vehicle which is sitting on the track and has to be raised for the rail wheels to be switched to road wheels.

"Beim eigentlichen Abgleisen ist das Fahrzeug nicht gebremst."

I would say "While the vehicle is actually being removed from the track, it is not braked".

Does anyone know a neater way, please, i.e a set expression for "Abgleisen"?

The vehicle's brakes will be inoperable during (its) removal from the tracks
I wouldn't expect aterm for one of those German abstract concepts (not exactly an everyday word...)
