Andrew - in railway circles I have never ever heard the term fare-exempt used. It is an accurate description but inappropriate, I think. Even people in uniform have to have some sort of pass or free ticket.... I used to be one of those people who travelled free so......

if you prefer you could say NON-PAYING PASSENGERS but that could include freeloaders
