The problem I have is that the term is being used here to mean two different things: ortsveränderliches Hebezeug would be mobile lifting equipment, but "das Anheben, Bewegen und die Ortsveränderung von definierten Schwerlasten" is lifting, moving and movement of defined heavy loads?
Güterbeförderung, insbesondere das Anheben, Bewegen und die Ortsveränderung von definierten Schwerlasten mit Hilfe eines ortsveränderlichen Hebezeuges (System). Die Güterbeförderung besteht hauptsächlich in der Übernahme eines oder mehrerer vereinbarter Hebemanöver durch den Unternehmer nach dessen Weisung und Disposition. |

Perhaps you could translate "Bewegen" as handling in this context. After all, I can imagine Heben as "lifting the load from the ground", Bewegen as "manipulating the load while attached to the equpiment" and Ortsveränderung as "moving the equipment with the attached load to another location". |
