Designer xxxx hat modernstes Outfit mit Hightech verbunden.

This is referring to a new type of subway train.

I know the people working on trains can have outfits, but can a train have one too? Is it Denglish for "fittings"/"look"/"appearance" maybe?

Yes, trains can have a new outfit, too. I once had the pleasure to design the new ones for Mannheim/Heidelberg and Rhein-Haardt. It is involved - colors, design, fabrics for seats, materials for interior, floor covering, where each and every number and information is located, endless, yet fun.
