In reply to the Asker's note: I do not believe that a Flitzer has lifting capacity (not a lift); nor do I believe that it has -- other than the driver, of course -- any carrying capacity (not a truck). Rather, it is vehicle used solely for pulling (a tractor).
By the way, my research revealed that these vehicles are sometimes modified and used in sporting events. This suggests that they are quick and versatile and probably only used for quick maneuvering on the factory floor. The "bobby car", a child's play toy, is a direct derivative.

You might also like to try the word "tow-car". This would capture both the idea of the tractor (vehicle for pulling) and the idea of a light versatile, highly maneuverble vehicle (a car).
Acc. to my client this is a "Flurfördergerät für die Palettenkommissionierung" and they were happy with low lift pallet truck which is what it actually does 1 KudoZ points were awarded for this answer
