German to English translations [PRO]

Hauptverpf. Zoll Nr.
(there are no proper sentences).
I have a vague understanding, in customs terms, that the Hauptverpflichtete is the owner of the transport/shipping company and thus responsible for insurance, safety etc.
The only possible translation I have so far is 'principal' (can't remember where I found that!) and something like main/prime obligation for Hauptverpflichtung.
Would be grateful for confirmation/correction.
