"bei Bedarf kann einem Mitarbeiter ein regionales Spezialbillet oder eine Verbundkarte ausgestellt werden". The meaning is obviously that a number of independent transport providers issue a joint card for the user. But how would this be called in EN?

Explanation:
Could fit too, particularly if it's for a UK audience. Although it started life as a railway ticket back in the 1950s, its use has extended to cover all modes of local public transport.

Also "local freedom ticket".
