Explanation:
The best I can offer. "läuft nicht in German is used for machines, devices and situtations. Examples:

Der plan läuft nicht = The plan is not working
Das gerät läuft nicht = The device is not working

A storage are is not available can mean, it is either occupied or maybe being renovated and alike causes would make it "out of use"

The storage area is "unavailable" for putting down on a questionarre could be the briefest choice. In other words within a a logistic chain the issue is the non-availability of storage X.
Problems in the logistic chain: storage/storage area X is unavailable.

God knows the reasons ie. occupied, renovation, spillage of stored chemicals, malfunctioning things like if it is a cold storage area or an airconditioned one for food products (ie. fruits) etc. The list is endless.

Notes to answerer
Asker: Zugegeben ist "läuft nicht" sehr umgangssprachlich, aber der ganze dt. Text ist kein sehr gutes Deutsch. Wurde zuvor aus dem Französischen übersetzt und mehr Kontext gibt es für das Lager auch nicht. Aber "läuft nicht"heißt definitiv nicht, dass es renoviert wird oder nicht zur Verfügung steht, sondern dass es Probleme gibt und das ganze einfach nicht so läuft wie es das tun sollte. Nicht reibungslos sozusagen.

disagree  Cilian O'Tuama: läuft nicht here means sth. like "not operating properly/as planned" - your suggestion would be more like "ausser Betrieb", a different game//Oh, I did read the comments, otherwise I wouldn't have commented.

  -> Yes generally speaking that is so! However a storage area being non operational/not working is somehow not really common in English is it? There are no functional parts which would cease to work. Pls. read the askers comments. "not as planned" is ok.

-vielleicht die Aussage eines verärgerten und "angefressenen" Mitarbeiters, fieser Slang
