Explanation:
Personally, I would prefer the word "fare" for public transport. The word "tariff" is often used in other contexts to indicate a customs tax/duty, etc. Fare is a safe bet.

A fare structure is basically a price list.

That's fine, but having looked at the BVG "Tarifbestimmungen", I see that in addtion to covering things like prices, it deals with a wide range of topics, for example, things like "Geltungsbereich" and so on. In other words, it includes the fine print and encompasses the "conditions" under which passengers travel (only valid for two hours, not valid on holidays, passenger must have an identification card if they intend to travel as a senior citizen, student, etc., etc.).

If that matches this context, I would write "fare regulations" or, to ensure that you include the concept of "price": "fares and regulations".

Explanation:
Fare structure is what I've seen used here in California. The local rapid system also uses fare details.
