Bedienelemente und Schließsysteme (Schlösser, Schlüsselvervielfacher, Betätigungshebel

This doesn't actually seem to be what it sounds like it would be (key duplicator, for example). It is part of the locking mechanism to earth the locomotive's electrical system when work needs to be done on part of it.

Explanation:
Going back again to my footplate time, electric and diesel locomotives have "keys" which lock the controls - but they are not what you and I would normally recognise as keys. One type is a sort of open-ended spanner with a specially-moulded jaw. Another is like a two-pronged plug, each prong being semi-circular in shape.

In the (sparse) context available here, it looks as if a combination of keys may be required to disable the electrical system for safety purposes, hence my suggestion.

Also, the words you posted "Bedienelemente und Schließsysteme" are correctly translated by "controls and locking systems". The "element" element is totally unnecessary here.
