Welche Zugarten sind vorwiegend zu bedienen? Hierbei sollten Untersuchungen angestellt werden, welchen Einfluss die Bedienung eines reinen Reisezug- bzw. reinen Güterzugverkehrs oder die Kombination beider Zugarten hat.
Wie viel Lokomotivebespannungsstellen sind vorhanden und wie is ihre Lage im Bahnhof? In diese Betrachtung sind auch die Abstellanlagen einzubeziehen.
Welchen Umfang hat der Rangierdienst? Besonderen Einfluss haben außerhalb des Bahnhofsbereiches liegende Gleisanschlüsse für Industriewerke, Häfen, Gruben usw.

I don't think the usual meaning of Bespannung (fitting, covering) fits here. Perhaps it is being used analaogously to the definition given by Langenscheidt's Technik, viz., Zugtiere) team (of horses, oxen etc.). By extension this would be 'coupling' of locomotives.To this, add -'stelle' (points/sites/locations).
