Another term from a guideline about securing loads on vehicles. This appears to be a form of lashing which goes over the top of the item of cargo (eg a crate) but I am wondering if there is a technical term for this. Not surprisingly nearly all searches turn up items connected with voltage.

would have to be my choice; it's pretty obvious that this would be for holding something to the floor e.g. of a lorry or truck etc...
