Explanation:
I don't think that there is a standard English term. This peculiar usage of "verantwortlich" appears to refer to the person (manager) responsible in the dispatch dept. (in the sense of "vom Verantwortlichen unterschrieben"). Perhaps also "signed (off) by the manager on duty"?
