Without further context to go by, this could a) refer to the process of loading the transport vehicle (as suggested by Jonathan; "Beladen/Beladung des Transportfahrzeugs") or b) be (slightly less likely) telegraphic style for the loaded transport vehicle, i.e. the status after the process ("das Transportfahrzeug ist beladen").

Es könnte sein, daß hier das Wiederbeladen der Fahrzeuge mit den flasks (falls es immer noch um r/a Stoffe geht) geht. Also reloading and return of empty transport containers.
