I think this would be: 'wheel set fastener'

Radsatz can be translated as axis and sometimes bogie. but I don't think bogie is correct.

Explanation:
"Radsatz" is a wheelset, or (pair of wheels on) an axle; it can NEVER be translated as a "bogie". The idea of "wheelset fastener / holder" is a dictionary translation - not what the UIC dictionary calls it (and that is the official railway bible).

A bogie is a frame holding containing two or more wheelsets.
The expression "axle" is used, but is a little colloquial as an axle is strictly the shaft which revolves. But believe me, in railways terms, axle is used far more commonly than wheelset, which appears as a rule in technical specifications. I had over half a working life on British Rail, and believe me, you never heard anyone refer to a "four-wheelset wagon"; "four-axle wagon", yes, always.
