German term or phrase: im Druckschwell- und Druckwechselbereich
'Normalspannungen im Druckschwell and Druckwechselbereich'

The heading is 'Betriebslastfälle' which could be translated as 'operation load' or as someone suggested, 'operating stresses.'

The above is a sub-section of this and includes a diagram.

The structure is similar to what I posted earlier. The translation could be: 'Normal stress in range of pressure and alternating threshold stresses.'

range of pulsating and alternating compressive stress(es)
Explanation:
Just one word alters from my answer to the previous question, but in railway terms, this would normally be "compressive" rather than "pressure".

Railway stock must be able to withstand compressive strength to allow it to be shunted, and pushed onto other rakes of rolling stock, sometimes quite roughly, without sustaining damage. Often t also has to be propelled by a locomotive putting out thousands of horsepower. To say nothing of the compressive forces attributable to collisions...

To clarify further: a "tensile stress" to which a rail vehicle is subjected is normally transmitted through the couplings between vehicles and through the bodyshells and underframes between couplings. The first vehicle in a train weighing a thousand tonnes would have to take the strain of 950 tonnes or so of all the vehicles behind it, wouldn't it...

In the interval of fluctuating and swinging pressure

Explanation:
here:
schwell[] = fluctuating
wechsel[] = swinging/vacillating
bereich = interval, field, span
