Seems to be a system for disabled people to travel on German transport - I just can't find the right phrase/equivalent in English.

Explanation:
Seriously disabled people may travel on public transport for free, provided they have a dual-coloured disability card (green and orange) and an additional page with a special token (Beiblatt mit Wertmarke). This can obtained from the Pensions and Benefits Office, either against a small payment or for free, depending on the degree and nature of the disability.

The national German rail company, Deutsche Bahn, has a special hotline for disabled travellers to book and request assistance in advance.

Most railway stations (including local as well as intercity) in Germany have facilities for physically disabled travellers to access the platforms (lifts or ramps). Some regional transport companies offer free or reduced rate transport to disabled passengers and their escorts.

Wertmarke (im Beiblatt)

Explanation:
When working in Cologne the 1960s, I had a KVB "season ticket". This comprised a passport-type photograph attached inside a plastic card cover to which was also attached the "Wertmarke", indicating the parts of the system for which it was valid. Things have changed a little since then, as those entitled to travel free on public transport have usually a greater area they can cover (if they want to,,,). In those days, many urban transport systems didn't yet belong to the "local transport operation" subsidised by the local or government authority. One example which springs to mind is the Köln-Bonner Eisenbahn, an interurban railway with two routes between the two cities, which was not available for use within the "Kölner Verkehrsbetriebe" in those days.

Anyway, that is a "Wertmarke" in this context; the post office also calls "Briefmarken" by this name, because some of them are no longer "postage stamps" in the classic sense of the term, but bits of paper with the value printed on them.

Erleichterungen im Personennahverkehr
Im öffentlichen Personennahverkehr erhalten "Freifahrt" schwerbehinderte Menschen, die in ihrer Bewegungsfähigkeit im Straßenverkehr erheblich beeinträchtigt oder hilflos sind. Ebenso Blinde und Gehörlose. Ihr Schwerbehindertenausweis hat einen orangefarbenen Flächenaufdruck und trägt das Merkzeichen "G", "aG", "H", "Gl" oder "Bl".

Voraussetzung für die "Freifahrt" ist, dass man bei der Kommunalverwaltung oder beim Versorgungsamt ein mit einer Wertmarke versehenes Beiblatt erwirbt. Schwerbehinderte nur mit dem Ausweismerkzeichen "G" oder "aG" und Gehörlose müssen in der Regel für die Wertmarke

60 € pro Jahr (oder 30 € halbjährlich) bezahlen.

Schwerbehinderte Menschen mit Merkzeichen "H" und/oder "Bl" erhalten die Wertmarke kostenlos. Ebenso schwerbehinderte Menschen, die Arbeitslosenhilfe, laufende Leistungen für den Lebensunterhalt nach dem 12.Sozialgesetzbuch - oder dem Achten Buch des Sozialgesetzbuchs oder entsprechende Leistungen nach dem Bundesversorgungsgesetz beziehen.

Sonderregelungen gelten für behinderte Menschen, die schon vor 1979 nach den damals geltenden Richtlinien, ohne Rücksicht auf ihr Einkommen, freifahrtberechtigt waren. Näheres erfahren Sie bei der für Sie zuständigen Kommunalverwaltung. Das mit der Wertmarke versehene Beiblatt zum Schwerbehindertenausweis ist für sechs oder zwölf Monate gültig. Anfangs- und Enddatum der Gültigkeit sind auf der Wertmarke eingetragen. Übrigens: Wird die Wertmarke spätestens drei volle Monate vor Ablauf der Gültigkeitsdauer zurückgegeben, so werden für jeden vollen Monat 5 € zurückerstattet.


Unter Nahverkehr ist zu verstehen:


Straßenbahn, Bus, Omnibus, U- und S-Bahn,
Eisenbahn (2. Wagenklasse), wenn sie in einen Verkehrsverbund einbezogen ist und mit Verbundfahrschein benutzt werden kann,
Eisenbahnen des Bundes in der 2. Wagenklasse in Zügen im Nahverkehr, im Umkreis von 50 km um den Wohnsitz oder gewöhnlichen Aufenthalt des schwerbehinderten Menschen. Zuschläge müssen gezahlt werden.

Die Kommunalverwaltungen geben dazu spezielle Streckenverzeichnisse aus. Ist eine ständige Begleitung notwendig - sie muss durch das Ausweismerkmal "B" nachgewiesen werden - fährt die Begleitperson immer kostenlos, selbst dann, wenn der Behinderte keine Wertmarke gekauft hat.

Freifahrtberechtigte können auch Handgepäck, Rollstühle, orthopädische Hilfsmittel oder einen Führhund kostenlos mitnehmen.
