Explanation:
The examples you mentioned are correct (although I would use "turning space/room" rather than "turning place).
This term came up in a project I was working on a couple weeks ago, and I used "manoeuvering space".

As David Moore mentioned, it clearly depends on the context. And 'Rangierfläche' does come up in non-railway-related contexts.
Truck loading zones, for instance.
