Is "break down" a good option?

train stops
Explanation:
Whichever answer you choose, please don't put 'Train conks down"! The correct phrase is "conks out", and it's slang. And I don't think it means "breaks down" either - as I understand it, there's nothing wrong with the train itself.

no litteral translation, but very common (in the sense of cessation of normal operation as Veronika explained in the discussion). Broken-down trains do not run.

Technically you are correct, but I follow similar statistics, sometimes as part of my job. "Panne" can (and frequently does) refer to component failures which affect the performance but may or may not cause the vehicle to actually grind to a halt (e.g. brakes).
However on second reading I discovered the sentence "In die Ergebnisstabelle fliessen ausschliesslich technisch bedingte Pannen ein, die zum Liegenbleiben fuehren."

After returning from my business trip I consuled the UIC dictionary"Lexique général des termes ferroviares" (6 languages) as well:
Liegenbleiben, Steckenbleiben (eines Zuges) = détress = breakdown (train).
Note: UIC (Union Internationale des Chemins de fer) is the only authority for railway terms.

train breaks down between track release device x and y

=>

The track release system fails and the train breaks down (is impeded/prohibited to run/to drive/ to move) subsequently on the check-in-check-out device
unauthorized locking to danger (illicit, without permission, forbidden) -> occupation unidentified -> train breaks down between track release device x and y

UIC):
Rückblocken (bei SNCF) - block signal locked when automatically returned to danger by train
Rückblockung (handblock) - line-clear message (manual block system)

Korrektur:

The track release system fails and the train breaks down (is impeded/prohibited to run/to drive/ to move) subsequently on the track release device (oder system, je nach Art)
unauthorized locking to danger (illicit, without permission, forbidden) -> occupation unidentified -> train breaks down between track release device x and y
