Short-dated securities business with in-cab signalling systems of the TVM type
Explanation:
1) Kurzläufer:
see http://www.dict.cc/?s=short-dated securities

as opposed to Langläufer:
see http://www.dict.cc/?s=short-dated securities

I don't know of any relation of 'Kurzläufer' to the field of public transport.

2) TVM: means transmission voie-machine<i/i> (=track-to-train transmission) and is a French type of a train control system (Zugssteuerungssystem) called 'in-cab signalling'. It communicates track status information to the train cab (driving position), where the engineer or driver can see the information.
It is used on high-speed railroad lines such as the French TGV.

I have not found any source yet which would provide a strong connection between the two terms but your text should provide some context here I guess.

Short-term business transaction with TVMs (OR TBMs)

Explanation:
If this phrase is related to public transportation, there are two possible translations:

1) Short-term business transaction with TVMs (a TVM is a ticket vending machine, which, of course, is used by passengers to purchase tickets for subways, trains, buses, etc.; the term "TVM" is also sometimes used in German).

2) Short-term business transaction with TBMs (a TBM is a tunnel boring machine, which is a giant "drill" used to bore through the earth to form a tunnel, such as a train tunnel, highway tunnel, or pedestrian/walkway tunnel; in German it is sometimes referred to as a TVM, which is a Tunnelvortriebsmaschine).

Peer comments on this answer (and responses from the answerer)
agree  Johannes Gleim: Sounds more probable than terms from banking. I prefer ticket vending machine, as this is nearer to transport.

neutral  Peter Sass (M.A.): The explanation makes sense - yet does 'short-term business transaction' actually correspond with 'Kurzläufergeschäft' (as a specialist term, see above and discussion)?
